RRF: 31 August closes milestone execution — technical acceptance without evidence remains at risk
Member States have until 31 August 2026 to complete milestones and targets. Later actions cannot be considered, and the final payment request with evidence is due 30 September.

In brief
The Recovery and Resilience Facility Regulation and Commission guidance set 31 August for completing milestones and targets, 30 September for the final request with all evidence, and 31 December for payments. For digital projects, `deployment complete` does not prove a milestone. Evidence should bind milestone text, criterion, outcome, authorised acceptance, population or quantity, date, artefact integrity, and document chain.
- Read the exact milestone and implementing decision; a project name does not define success.
- Separate technical completion, go-live, acceptance, and evidence — they may have different dates.
- Run an independent pre-assessment now and record gaps with owners and internal deadlines.
- Freeze hashes, signatures, samples, logs, and approvals in a reconstructable index.
Three dates close three different activities
The Commission states that actions after 31 August cannot be considered in milestone and target assessment, including remedies for suspensions. The final request with evidence is due by 30 September; Commission payments close by 31 December.
Execution date must not be confused with dossier-compilation date. If the criterion requires users, operational service, or a formal act, a commit, invoice, or isolated screenshot does not satisfy it.

Build the dossier from the criterion, not the project folder
Break every milestone into verifiable claims and bind primary sources. A digital system may require environment, version, active service, tests, eligible users, acceptance, accessibility, security, and date.
Use a reviewer who did not produce the delivery. The test is whether an external evaluator reaches the same conclusion without oral context. Date, unit, or version conflicts enter an exception list before submission.
Evidence index
| Criterion | Source | Validation | Common failure |
|---|---|---|---|
| Delivery | Artefact/version | Hash and repository | File without origin |
| Operation | Logs/monitoring | Period and environment | Demo confused with production |
| Outcome | Dataset/count | Reproducible method | Number without population |
| Acceptance | Authorised act | Role and date | Informal email |
| Deadline | Trusted timestamp | Timezone and chain | Compilation date |
Run a daily closure room until every claim has evidence and a deputy
Review gaps, decisions, and conflicts only. Assign primary and deputy owners, freeze non-essential change, and keep the dossier index versioned.
Preserve source systems; exporting PDFs without metadata can weaken evidence. Test opening, permissions, long-term retention, and index/file correspondence before the final request.
- Do not use project percentage as proof of a legal milestone.
- Do not accept screenshots without context, date, and origin.
- Do not retroactively repair an action required by 31 August.
- Do not leave the only dossier expert without a deputy.
